SANTACO Limpopo has noted with serious concern reports that certain private vehicles, operating as unofficial hitch-hiking transport, are being unlawfully stopped, chased, and subjected to monetary demands by individuals presenting themselves as Taxi Patrols.
This conduct is illegal, reckless, and wholly inconsistent with the values, mandate, and objectives of SANTACO Limpopo. Alarmingly, such actions have already resulted in incidents where road users and passengers were pursued, placing lives at risk and causing harm. These practices undermine public safety, erode confidence in legitimate taxi operations, and severely tarnish the reputation of the taxi industry as a whole.
SANTACO Limpopo condemns this behavior in the strongest possible terms.
Taxi Patrol vehicles are established for specific purposes, which include monitoring taxi operations, safeguarding passengers, assisting taxi operators when required, and supporting lawful, orderly, and safe public transport services. They are not authorized to stop private vehicles, chase road users, or solicit money under any circumstances.
We therefore call upon all Taxi Operators and Executives of Taxi Associations across Limpopo Province to take immediate and decisive disciplinary action against any individuals involved in such activities. Appropriate corrective measures, including reprimands, suspensions, or other sanctions in line with association constitutions, codes of conduct, and sector regulations, must be implemented to deter future misconduct.
Furthermore, Taxi Operators and Patrol Teams are urged to engage law enforcement agencies whenever violations of taxi operations, harassment, intimidation, or extortion are witnessed. Such matters must be reported promptly to ensure due process is followed and order is restored. SANTACO Limpopo also calls upon the South African Police Service and traffic authorities to strengthen collaboration with the organisation in monitoring and regulating patrol activities to reinforce public safety and lawful conduct on all routes.
To the travelling public, SANTACO Limpopo reaffirms its unwavering commitment to safe, orderly, and lawful transport services. Members of the public who experience or witness the misuse of patrol authority, harassment, or any unlawful conduct by individuals posing as Taxi Patrols are encouraged to report such incidents immediately to local law enforcement and their respective taxi associations. Your safety remains our top priority.
Going forward, SANTACO Limpopo calls on all Taxi Operators, Executives, and Patrol Teams to:
Review and strictly enforce codes of conduct governing patrol activities;
Ensure all patrol units are clearly identifiable and properly authorized;
Establish and adhere to clear protocols for engaging law enforcement when violations occur;
Provide continuous training on passenger safety, traffic regulations, and professional conduct; and
Maintain open and effective communication with passengers, drivers, and the broader public to address concerns promptly.
As the festive season approaches, we urge all stakeholders within the taxi industry to conduct their operations with responsibility, integrity, and respect for the law. SANTACO Limpopo wishes all its members, drivers, passengers, and communities a safe, peaceful, and prosperous festive season, free from harassment and harm.
